Major General Ioannis Bouras was born in 1966 in Athens, Greece. He was admitted to the Hellenic Military Academy (SSE) in 1985 and graduated in 1989 as Signal Second Lieutenant.

As a junior Officer, he served in Signal and Electronic Warfare Units as Platoon Leader and Company Commander.

He graduated from the two-year long Signals Officers Telecommunications and Electronic School course (as an RF Electrical Engineer, A Class). He has attended all required Signal Schools and several NATO courses in Germany and Italy. Also, he has participated in NATO mission in ISAF HQ, Kabul Afghanistan.

In 2006, he attended the Hellenic Supreme Joint War College and in 2014 the Hellenic National Defense College in Greece.

As a senior Officer, he served as Signal Staff Officer in NATO CIS Services Agency (NCSA), SHAPE HQ in Belgium.

In 2007 he was assigned as Commander of the 485th Signal Battalion, in Larissa.

In 2010 he was assigned as Staff Officer in Hellenic Army General Staff (HAGS), in Defense Planning and Programming Dte.

In 2016 he served in MOD/General Directorate of Defense Investments and Armaments (GDDIA), as Director for Defense Programs and Principal Contracts Dte (DPPC), in Athens.

In 2017 he served as Deputy Director in HAGS/Defense Planning and Programming Dte. Then, he was assigned for a second time in MOD/GDDIA, as Director for Defense Programs and Principal Contracts Dte.

In 2020 he was promoted to Brigadier General.

In 2023 he was promoted to Major General and assigned to the HAGS as Director of D’ Division (Defense Planning – Organization).

In 2024 he was assigned to the HNDGS as Director of ST’ Division (Transformation, Innovation, Defence Technology)
